The OP is asking about a SINGLE 20A recepticle on a 15A circuit.
220.21(B)(1)reads...A SINGLE recepticle installed on an individual branch circuit shall have an ampere rating NOT LESS THAN that of the branch circuit.
Note...there are exceptions but nothing was specified along these lines in the OP
