Try understanding the code. Where in that article does it say that you cannot put a 20amp recpt. on a 15amp circuit.If you find it let me know cause it aint in 210.21(b)(1). BTW if your wondering if the "horse is dead yet "then why even repliy. You dont make any sense with your statement

The OP is asking about a SINGLE 20A recepticle on a 15A circuit.
220.21(B)(1)reads...A SINGLE recepticle installed on an individual branch circuit shall have an ampere rating NOT LESS THAN that of the branch circuit.
Note...there are exceptions but nothing was specified along these lines in the OP
