Outline lighting.

Am I correct or over analyzing?
If I have 5 lights (sconces) outside store front of restaurant to 'attract' customers and give light to pavement traffic and tables for customers, those lights qualify as outline lighting and have to be on dedicated 20 amp circuit and timer has to have a disconnect.
In addition restaurant has to have another dedicated 20 amp circuit for sign.

Another question I have is how the rules of outline lighting apply to residential building.

Wall sconces are not IMO outline lighting. OL follows the shape (outline) of the building, window, door etc. I think you are over-excerpting the "to draw attention to" part of the definition.

Think Miami, Las Vegas (and other) buildings that have neon (at least i think it's neon) lighting running along the corners of the hi-rise.
