Does a 240 volt recep installed outside need to be gfci protected? I say no...210.8(A) is my reasoning. Just want to double check. By the way its for a pressure washer.

I would agree that no, the receptacle doesn't need to be gfi protected.

As an aside, it should be noted that the pressure washer itself should have factory installed ground fault protection per 422.49.

Keep in mind that the receptacle will need to be protected from the pressure washer. Not even a NEMA-4 enclosure is designed to stand up to more than an ordinary garden hose.

That would be only in cases where it is intended to wash the receptacle and area it is mounted on. Maybe the main reason for the pressure washer is to wash something else like cars or something. Around here a lot of farmers wash farming machinery after use and it is usually done outdoors.
