Outside disconnect commercial building

Do commercial buildings have to have a main disconnect outside? I am looking at a 1-line diagram, it appears the CT cabinet doesnt have a disconnect and the MDP and disconnect is located inside.
 
Not a current NEC requirement but could be an ahj or utility requirement.
