Outside light

Is an outside light required at an outside entrance (Bilco door) to a dwelling. Some AHJ say it is not an entrance, some say it is. I think if the stairs are lite from the inside it is code compliance. Your help.

If its an entrance it requrires illumination, on the exterior. However the luminaire can be mounted to light the stair hatch and back door both.
210.70 (b) For dwelling units, attached garages, and detached garages with electric power, at least one wall switch?controlled lighting outlet shall be installed to provide illumination on the exterior side of outdoor entrances or exits with grade level access. A vehicle door in a garage shall not be considered as an outdoor entrance or exit.

Illumination from the inside would not be in compliance with the NEC.

I don't see many of these, but I did live in a house that had one. It was used as a security door to keep people away from the basement entrance. If this describes your installation, I think the exterior light is required.
