Outside of house shocking me, also sink when using disposal.

My sink is shocking me, every time I do my dishes. My daughter also the other day was hanging lights and got shocked by the rain gutter. I thought this was CRAZY but low and behold we have 120v on all our rain gutters, and voltage on our sink. My father seems to think it’s a bad neutral somewhere. Any ideas?

Probably yes an open neutral. You'll need an electrician to trouble shoot this, they may need to get with the utility as it may be on their wires. I'll lock this as there is no way we can help you other than what I've said.
