Outside starter

The owner of a company purchased a combination starter for a rooftop EF. It wasn't weatherproof, so he also purchased a weatherproof enclosure to put the starter in mounted next to the fan. You would need a screwdriver to open this enclosure. Because the disconnect is inside the enclosure, is this against code because it isn't readily accessible for locking out the EF? Does the disconnect handle need to be accessible without opening the enclosure?

I don't think you can do that. Tell him to get a wp starter or get an enclosure with a hinged door.
