We have a free standing parking garage built on top of a storm water management vault(100 year flood plan idea)The feeders were designed to be run thru that space supported under the concrete tee's 1st floor. The power is being supplied by another bld with a transformer outside the garage. There is a disconnect for the primary of the transformer. The inspector wants secondary protection(about 70 ft to main breaker) before it goes into the garage, I say it's not needed because it meets the criteria of an outside feeder tap(running under the concrete tees,outside the garage interior) and is exempt. He also says conduits can't be installed in a water management vault by code(water can't get to the pvc conduits) .Any thoughts?
