Outside taps of unlimited length

I understand this rule but I would like clarification on what "outside of the building" is and is not.

I am wiring a small structure on piers and am wondering if running the tap conductors along the understructure(supporting beams) of the building is still considered "outside" of the building?
 
I say yes it's outside. Always thought that this section applies to raceways attached to exterior walls and I find this no different, at least site unseen. But I never actually had this conversation with an AHJ.
 
I have always thought that the "outside of unlimited length" rule essentially meant that nobody cares if an overhead wire causes a fire outside the building. Well, not that nobody cares, but the risk to persons and property are far lower than from fires inside a building.
