What is standard in track homes for supplying power to a single oven and a countertop mounted cooktop. Is there any standard for the basic equipment. Was thinking 6/3 for cooktop, and 8/3 for oven.

I dont' do tract housing but there is a wide range of what you might need. I have wired 20 amp single ovens to 50 amp double ovens. This doesn't help much. Your thoughts on what to install should cover the bases though.

The standard is to get the spec sheet on the ranges and ovens from the appliance store. There is a world of difference.
8/3 copper will usually work for a standard range and 10/3 will work for a single oven. I must stress that there are exceptions and you need to know what is going in before you wire it.
 
210.19(A)(3) requires a minimum of a 40 amp circuit for 8 3/4 kW or more rating. I wouldn't put in less than a 40 Amp circuit.

That 40 Amp circuit can supply a range up to 16 kW nameplate rating (See Table 220.55). Also see 220.55 for ovens and ranges not exceeding 8 3/4 kW.

You can use SE R at #8 copper (50 Amps) or #8 aluminum (40 Amps).

You can't use #10 copper (30 amp circuit) for 8 3/4 kW or more nameplate rating.
