An existing electric oven served by 120/240v., 1 phase, to be reconnected to 120/208 volt, 1 phase, do I need to increase the branch circuit, or will the kva be lowered because the resistance remains the same????

You are correct, the KW rating of the stove will be reduced.

The heating elements are fixed resistances therefore the current drawn is dependent on the voltage supplied.

The current will drop equal to the voltage (240V->208V = 13.3% deltaV). The change in heating will be by the square of the current change (86.7%I yielding 75%KW heating).

Tomo: Check with the manufacturer. 13% is an extreme departure from the design.
There can be warranty issues if a new oven.
The low voltage will extend the duty cycle.
