What section of the code governs installation of medium voltage switchgear and clearances required between the gear and the gas utility meter equipment? Or is this a local AHJ call?

Clearance requirements for systems over 600 volts begin at 110.32. The NEC will not tell you how close other utilities are allowed to be, other than to require that they can't be within the working clearance areas.
