Over current protection

I've run into a situation where an existing 3p 100a breaker inside of a switchboard feeds a sub panel to a restaurant. At some time a watt meter was installed to monitor power consumption. The wattmeters #12awg conductors are terminated on the same breaker terminals as the feeders. There are in line fuses on the #12awg conductors at the wattmeter which is adjacent to switchboard approximately 10ft away. Would this be considered okay? Is there a tap rule which mAy cover this?
