over current vs. under voltage alarm

iIf the main CB on the PDU trip and alarm logs on the PDU indicated "over current alarm" ( don't recall phase or gnd) and the loads on the PDU is amost nothing (i.e. no connected loads or the loads are low). What is the possible cause? It was believe that there was potential power loss upstream at the substation level ( substation __> MDP--> PDU)> Can the loss of voltage trigger the overcurremt alarm condition?
 
Under the right circumstances it could.

But you have not provided nearly enough information to say more than that. We can ASS-u-me things, such as the PDU (Power Distribution Unit?) has an insulated case power circuit breaker since you imply that it has data logging (although there are a few MCCBs out there with that now too). We can ASS-u-me that you are powered by utility power and not a generator. We can ASS-u-me that whatever system is doing the logging would have also picked up a phase loss, etc. etc.
 
Confirming what Jraef said: Need the type and model number of the protective device, otherwise it is not possible to provide any type of useful feedback.
