Where in the code does it actually state that the maximum continuous load on an overcurrent device is limited to 80 percent of the device rating?

(B) Enclosed Overcurrent Devices. The restriction to
80 percent of the rating for an enclosed overcurrent device
for continuous loads shall not apply to overcurrent devices
installed in systems operating at over 600 volts.
