Overcurrent protectection for feeder and ATS

Good morning all , and thanks for being here. This forum has helped me through many instances of indecisiveness . Hopefully , that will be the case here.
I am working on a project at a multi-story / multi-tenant building. The second floor tenant is adding a computer room and wants to pull a separate 277/480V 200 amp feeder from the landlords MSWB in the basement 300 ft. away to serve the computer room. He also wants to provide a 230 KW standby generator at another location , also on the first floor level with the transfer switch in the tenant space on the second floor. My questions:
1. Since this is not a new "service " and only a feeder being brought to the tenant space , does the requirement for service entrance equipment or an SE rated ATS apply?
2. If not , should the disconnect installed for the feeder termination at the tenants space be a fused disconnect since the source of the power is 300 ft away and on another floor , even just out of an abundance of caution since it is a 480V feeder?
3.The 480V service is serving only the 480V computer room HVAC equipment and a 45 KVA transformer for the computer equipment . Based on that , do I need to provide a neutral from the landlords MSWB and for that matter , from the generator?
 
In answer to 1 & 2, I may be incorrect but I know of no NEC requirement for a disconnect at an ATS fed by a feeder. I do think it would be a good idea to have a means of disconnect for personnel working on the ATS and others in case of emergency.
Of course, Art 645 must be followed for disconnecting power to the IT room.
In reference to #3, you need not install a neutral with the feeder to the ATS if there is not neutral load.
My first though would be that there would need to be a neutral to the building if the building service has a grounded conductor, but I need to give that some study.
