Overcurrent Protection for Commercial Kitchen Equipment

What is the correct overcurrent protection size for a commercial oven that lists the total load as 62.5 amps? The oven only has electric resistance type heating elements and there are no motors. I specified a 70 amp breaker however some believe I should have applied a 1.25 multiplier in sizing the breaker which would result in an 80 amp breaker.

The oven does not have MOPD or MCA on the nameplate. It just lists the load as 62.5 amps.

I can't find anything in article 422 on appliances that would require the 1.25 factor being applied. Since this is not considered a continuous load I don't think the 1.25 factor applies in this situation.
 
I wouldn't consider it a continuous load either - there should be a thermostat that will turn the heating element off every few minutes.

With no MCA or MOCP, I'd be OK with either 70 or 80A on the breaker, as long as the wire size matches.
