Overcurrent Protection for RTUs

I recently saw a RTU on a commercial that was 60A max rated and had a 60A disconnect breaker mounted in the unit itself, factory supplied. This 60A breaker was being fed by a 70A breaker at the main panel. Is this proper? does the breaker in the main panel have to be the same rating as the factory installed disconnecting breaker on the unit? I have not been able to find a specific code for this situation.

Even if it has an internal breaker, the external OCPD has to comply with the nameplate requirements.
