110.14(A), but some 15 through 30 amps breakers are listed for use with 2 conductors on the termination.

also look on each breaker and it will show the listing of wire and #'s of conducters can be installed i know few breaker can take two conducters at the same time but it is not really good idea anyway for two wires to tied in breaker at all due some breaker have flat screw and try to tie diffrent conducters size in the screw cavity and it dont really work well with it

Take a look at a square D single pole 30A or less and you will see that the terminals are set up for two sets of wires.
