I don't see that. Here is what I see. I don't see outer edge less of the structure

This limit shall extend to the outer edge of the structures listed in A and B of this table but not less than 3 m (10 ft).

All it is saying that the overhead distance In the diagram will extend at least 10' out from the pool water edge or further if platform or other structures extend that far.

Ok ,so if the diving board is 15' long. The horizontal limit increases to 15'
