May I ask if what is the standard spacing between overhead conductors in different voltage system specially on medium to high voltage(2.3kV,23kV to 69kV).

first thing that will have a huge impact is knowing if they are insulated, covered or bare

There is no one spacing, it is dependent on many variables. BTW: 69kV is the upper limit of MV voltage. HV starts at 115kV in US.

Go to the Rural Utilities Service (USDA) website and locate the technical specs for overhead distribution lines. They provide copious drawings of all the many different common overhead line configurations. But, be aware, these are just common styles and, when properly engineered, there are many others used by electric autilities.
