Because the neutral on the line side of the service equipment is permitted to be used for grounding and bonding and no reason to require it to be isolated.

It's on the line side of the service disconnect which means that it also bonded to the metal enclosure so a bare conductor in contact with the metal will not cause an issue. Once you leave the point where the MBJ is installed it must be insulated so that no current can flow on the metal parts that it may be in contact with if it were bare.
