Oversight Question - NEC and dock electrical installations

I had a new dock constructed at my lakeside home. I opted not to have the dock builder perform the electrical and went to a recommended electrical contractor - Generac/Carrier authorized company as well as recommended by other contractors. That was completed in May 2017. It turns out that the electrical outlets don't work properly and were not installed to code. Additionally, the wiring that runs under the dock is not waterproof. Finally, there is a direct connect from one of the boat lifts, which we're told is in violation as well. These code violations were communicated to us after the first site visit by the company's owner.

He is now giving us pushback about fixing the items in violation. Some of the fixes he's suggesting seem odd to us, or seem like a chintzy way to do things. As an example, he's suggesting that we run the ice aerators off of one electrical receptacle that is not GCFI protected as that will be more reliable.

We're at something of a loss to determine who has oversight for installing electrical equipment in accordance with Code and what how we should approach this.

I'm not sure what advice there is to give other than to contact your local building and electrical code enforcement officials.


Thanks, Dave. That's certainly part of what I was seeking.

Probably also along the lines of, if I can't get the company who did the work to get off the dime, and bring things up to code prior to the lake freezing (2.5 months give or take), and I contract with another electrician to do the work, is there precedent for responsibility? Or is that a matter for small claims court? Are there disciplinary actions or remedial requirements if a contractor is found to have installed numerous items not up to code. And I understand if this is out of the scope of the forum's purvue.
