Oxidation or Corrosion ?

HO is selling his mothers' house and the home inspector for the buyer said there was corrosion on some of the terminals in the panel. One phase and the neutral showed was corrosion. I say corrosion but I don't think that is the right word for it.It wasn't oxidize, that is green looking. I cleaned with 2-26 and scaped it with a blade. It came right off but looked a little pitted. Whoever put this panel didn't use any de-ox and it looks like they could get the neutral terminal loose so they just cut the neutral and added a terminal on the other side of the panel ( other neutral bar ). Well I didn't like the look of that cut neutral, so I tried to loose that nut. I ended up un-screwing the neutral bar and then I was able to get my channel locks on it. The two screws that held the N bar also had some of this corrosion on it. I notice that the panel was not bonded so I bonded it and cleaned it up and put everything back. At the meter panel I notice one phase and the neutral had the same corrosion. I did not see any rust in the panel or at the meter so I did not think water was doing this, everthing looked dry. I know this is long but I wanted to give all the info I had. What cause this ?
 
If it was SE cable, it could have been caused by water reaching an adequate depth in the meter channel and then flowing inside the SE cable and dripping onto the terminals in the main breaker. I've seen this many times. :smile:
