It is sad that PA. will be going to a system that will allow a trainee classification for electrical inspectors as well as other principles such as building plumbing and HVAC.

The bill will not define what supervision of the trainee will mean and the trainee will need no field experience or certification to take this position and will be allowed to do inspections for 4 years without obtaining any certification in the inspection field. Further if and employer wanted to at the end of 4 years of a residential electrical inspectors trainee period the trainee could be moved to a commercial electrical inspectors trainee position for another 4 years and continue doing residential electrical inspections for a total of 8 years without any certification what so ever.

This system of trainee classification of inspectors in the state of PA. will further de-value the certified inspectors. The employer of inspectors in this state will argue that smart phones are the only supervision a trainee inspector needs and the will win that argument since the term supervised will not be defined in this legislation.

There are plenty of inspectors that no nothing about what they are inspecting. Some other states must have adopted the same principal you're talking about. Likely so they don't have to pay as much.

Does Pennsylvania require a state license ?

Pa requires a state registration for residential contractors it is simply a fifty dollar a year tax with a requirement for contractor liability insurance.

Most other states require years of experience in the field before you can become an inspectors. as far as i know pa. will be the first to do this

PABCO Members:

The PA House of Representatives approved PABCO’s Trainee Inspector bill HB 298 yesterday by a vote of 195-1 and sent it to the Senate for consideration. We are already working hard in the Senate to get this bill accomplished this year and to the Governor!

The House also approved HB 162 – Development of PA Custom Code Books and HB 177 – Amendments to the UCC for Maple Sugar Production Structures (which PABCO has already been promised some amendments in the Senate).

We will keep you posted on all these new developments!
