Paint Hanger Light Fixtures

I am working on a design build project that is a paint hanger for the local college. The hanger is large enough for 747 planes. The design fixture is an explosion proof fixture, it is a recessed ceiling, do I have to use an explosion proof fixture, or is there a less expensive fixture type that would be acceptable by code?

Take a look at 513.3(C)(2). If the fixture is not in the Class I, Division 1 location, it may not have to be an explosion proof fixture.
 
The bottom of the luminaire is in the classified spray area, and would, therefore need to be listed for the area.

That may not be true. The bottom of the light may be in a Class I, Div 1 area, a Class I, Div 2 area or a non-classified area depending on the height of the ceiling above the highest surface of the plane.
