I have a body shop that has a separate room that they use to mix paint. How does this room have to be wired. does it have to be explosion proof?

In general, simply mixing the paint would not require classifying the location. Article 516 doesn't speak directly to this issue. However other factors such as ventilation and quantities of the flammables involved would have to be evaluated.

Not to be picky, but in what world does an electrician get to decide electrical area classifications? There should be an enegineering/architectural drawing showing this information for use by the electrician.

Is it common for this kind of information to be lacking?

That's a good catch Bob. The NEC specifically requires electrical area classifications to be "properly documented." See Section 500.4(A).

Is it common for this kind of information to be lacking?
Sadly - Yes
