Why do alot of specs say that equipment must be approved for use in Panama City Florida?

I am talking about job specs, mostly for government work.

I've never seen that before. Do you live anywhere close to there? Are you taking the phrase out of its intended context?

"2.10 FIELD DEVICES
A. All devices and equipment shall be approved for installation in the Panama City, Florida."

I live in NC these are NOAA spec sheets.

I have seen this on other spec sheets.

I found the specs that you are talking about. I can only guess, but my guess is that they were once written for a specific project in that city. When the same basic file was copied into a new project, nobody noticed that that line needed to be changed to reflect the location of the new project. Then it just sort of stuck ("Hey, it's always been there, so it must be right.").

I guess I can just hope that the inspector here knows as much about the local code in panama city as it do [ :p ]

I am wondering this:
One part of the spec says Panama City.
Another says to submitt submittals.

so, if i send the submittals, and they are approved, can i be held liable after that for the panama city clause?

Yes you can.

My experience has been:

most engineers do not stamp submittals for acceptance they just stamp it as reviewed. You are still responsible for everything in the contract documents unless you specifically call it to their attention and they address that one single point in a response.
