Panasonic Heater conductor ampacity

I am installing a Panasonic heater/fan/light. The instructions state the following: "Use only 20 amp branch circuit. AWG 14 or more must be used."

So, can I use 14/3 NM?

In my opinion, the instructions are wrong. A 20a circuit should be wired with #12 beginning to end.

For that four-load unit, I would use a 12-2 cable and a 12-3 cable, re-coloring the white in the 12-2.
