Can papers be attached to the from of an electrical panel which make so the door can't be opened unless the papers were removed.

As long as it's still obvious it's an electrical panel, I don't see why not. I'm not claiming to know there's no Code against it, though.

Indeed, there's also a lock on there, even though most places don't use it, so it can't be all that important to take a few extra seconds for an authorized person to get inside.

This is going to sound ridiculous, but how is paper not considered "easily ignitable material" as part of the 240.24(D) requirement for overcurrent protection. While I agree this isn't really an issue, why even cite easily ignitable material if it's not an issue.

I do not think ignitable materiel was the issue, it is a matter of access and/or working space.

I do not think any sane person person could reasonably say those papers violate either sections in any real or tangible way.

Using a locked electrical panel as a place to hide your cigarettes, OTOH, would be a violation. :angel:
