Any problem with main electrical service (breaker panel) Located in a 2nd floor mech room with only acess from a pull down stair way.
 
Are you talking about the service disconnecting means or just a panelboard fed from the service disconnecting means?

Overcurrent devices are required to be readily accessible. If you have a permanent pull down ladder and don't have to resort to getting a portable ladder to access the panel and it's overcurrent devices it would be readily accessible.

Does this panel have the required working space clearances of 110.26(A)?

Also I mentioned the service disconnecting means. The reson that I asked that is that the service disconnecting means must be installed either outside the building or inside nearest the point of entrance to the building. (See 230.70(A)(1))

I assume "access" means access to the room, and
not "access" to the breakers, which would be 240.24(F).

I would not interpret it this way, but I suppose
there could be an interpretation of a pull-down
stairway as "so forth" wrt 240.24(A) req't for "readily
accessible) in article 100 " ... without requiring... to
resort to portable ladders, and so forth."

I didn't see this before my previous post. I think this
makes total sense and is more clearly stated than
