panel as a junction box

My master electricians disagree as to whether or not they can use the main panel as a junction box to correct double tapped breakers. One will join the two wires and add a jumper to the breaker inside the panel the other insists that it must be done outside of the panel in it's own junction box. The panels in questions have sufficient cubic inches to calculate the additional junction. Does anyone else have an opinion?

Along with Georges code reference, what manufacturer and size breakers are in question?

In the past I have had 312.8 cited as the reason for not allowing the splice. Some people will read the first sentence incompletely and stop before
unless adequate space for this purpose is provided.
Ask the Master that says "No" to explain why 312.8 doesn't apply.
 
Can you tell us who the manufacture is? There is a chance that the breaker(s) is/are listed for two conductors.

Take everything out and fill it with water. Save the water.

Put everything back in and fill it with water. Compare the two volumes of water.
