Panel as a raceway

Hi everyone,
I have a three section panelboard with nipples connecting them. We have one for the feeder and one for misc branch circuits. Our inspector has an issue with us pulling circuits they the panelboard. I have looked thru panelboars and the enclosure section and don't see any violation doing this, this way. Any thoughts

You can pull conductors with no connection to a panelboard through a panelboard cabinet. The only thing you need to watch is that you don't overfill the wiring space. It is pretty much treated similar to if it were an aux gutter.

Start in 408.3(G) which does send you to 312.6.

ETA 312.8 applies also.

Remember you are installing these conductors in a cabinet, not a panelboard.
