Sirs: I recently installed in a pole barn a main lug only panel with 8 circuit breakers. I needed a means of disconnecting it so I used a disconnect mounted on the side of the panel with a short nipple and mounting hardware. I ran the feeders for the panel into the panel itself, then into the disconnect through the short conduit nipple on the the line side of the breaker. On the load side of the breaker I went back through the conduit nipple into the panel and to the bus bar lugs of the panel. The inspector failed this because he said I was using the panel as a raceway for my feeders for that panel.
Is there an exception for this? Did the inspector interpret the code wrong? I thought that a panel couldn't be used as a raceway for other conductors not power by the panel or associated electrically with the panel, not feeders FOR the panel itself.
