Panel board installation

Can you install surface mounted panel boards perminent and temp power on 1/2 inch particle board or does it have to be 3/4 inch fire rated plywood, what article would this be under.

I have never had an issue using plywood-- particle board falls apart easily esp. if there is any moisture on the wall behind it.
