Panel Board to cover Elevator Branch Circuits

In 2011 edition, can a panel board be installed in an elevator machine room to serve the required elevator branch circuits (cab lights, ventilation, hvac, etc) in Article 620? The breakers would be accessible and lockable. The panel would be dedicated to the elevator machine room.

We almost always install a small (15kva) transformer and a panel for the things that you've mentioned within the EMR.
