PANEL BOARD VOLTAGE READING

We have a Lighting and Power Panel boards and the voltage readings are as follows:

Lighting Panel Board (3phase 4-WIRE, WYE)

L1-L2 = 230V
L2-L3 = 230V
L3-L1 = 230V

L1-GND = 230V ???
L2-GND = 0V ???
L3-GND = 230V ???


Power Panel Board (3phase 4-WIRE, WYE)

L1-L2 = 230V
L2-L3 = 230V
L3-L1 = 230V

L1-GND = 230V ???
L2-GND = 0V ???
L3-GND = 230V ???

Is there something wrong? All loads connected to these are operational (working)

You have a corner grounded delta system. There is no 240V Wye system, it would be 240Y139, and 139V is useless. 3 phase 4 wire 240V means one phase has a grounded center tap, that's not what you have.
