240.24(E)In dwelling units and guest rooms of hotels and motels, overcurrent devices, other than supplementary OC protection, shall not be located in bathrooms. Any other occupancy is's OK.
Panelboards usually contain OC devices. QED

Also 230.70(A)(2) says that the service disconnet cannot be in a bathroom. This section applies to all occupancies.

What is the rule when a person must traverse a bath room to get the the Service Equipment room ? ( commercial site )

The rule is that you must wash your hands before entering the electric room. :roll:
