panel bonding

industrial park with 120/240v 1Ph service, the service is a bunch of individual meter / mains fed from a trough. Feeder goes underground (pvc) from here to the panel in the unit. The feeder is 3 wire (H-H-N, no EGC), and there is a (GEC?) bonding this panel to a water pipe. Should the neutral bar be bonded to the can in the panel in the unit?
 
Firstly, is the service detached from the structure that the feeders go to? If so then there should be an EGC in this run unless it is an existing install and met the requirements when it was installed.

In that case, the neutral needs to be bonded to the can.
 
not a detached structure. built in the mid 1970s (i should really post a picture of the service...it seems there was a 38 handle disconnect rule at the time :roll: )
