Panel change AFCI

Hey everyone
Question about arc fault.
I'm replacing a panel only, no extension or modification of circuits. Do i need to put all circuits on afci breakers? House was built in 1976 so u can imagine the can of worms that opens up. Also inspector is telling me that changing a faulty receptacle or switch triggers the need for afci protection.
I am in Massachusetts so not sure if that changes any thing with our mass amendments also we are using the most recent code cycle.

Should be there.

Says no modifications except extensions 6’ or less with no new devices means no AFCI.

In the 17, is there a dot where it was before? A dot means moved or deleted.
