Panel cover on metal

In a restaurant with stainless steel wall coverings, electrical panels are in direct contact (including the covers). Does this pose any risks (can the wall surfaces become energized during an upset condition?)? The photo below is an example (also shows the screws for one cover covered by the wall coverings).

I would certainly want to make sure that the SS is bonded to ground.

Besides that, the SS looks pretty nasty at the top of the panels, like it gets wet or washed down with some kind of cleaner, maybe bleach. SS normally doesn't corrode like that. Is there a bead of clear RTV silicone around those covers? Even so, I would want to take the covers off and have a look inside. Those panels aren't listed for wet locations.
