Panel feeding elevator circuits

There is a 208V 3-phase 400 amp panel on the roof, outside the elevator room. The panel has circuits for the elevator.

Since the panel is not in the elevator room, can I use this panel for loads unrelated to the elevator?

Must circuits for the elevator be on a dedicated panel and disconnect?

I don't believe there is an issue unless emergency power is somehow involved.
