Panel height

I have to installed power analyser, the boxe are 40 x 40cm meter .. due to conjested space is it allowed to install at 1200mm from top of the panel.. any violation of code ??

6'-6" [1980 mm] is the minimum headroom required for working space
6'-7" [2000 mm] is the maximum elevation above the working platform for disconnects that need to be readily accessible. I have a feeling they chose 6'-7" specifically so it would be 2 meters.

It specifically is measured from the finished floor to the center of the grip of the handle in the upper position (which is required to be the ON-position, for vertically operated switches). Given handles with a lot of lever length, the exact wording of this rule can make a significant difference.
