Panel in Front of Louver

Working on an installation in a penthouse mechanical room. In this room, the south wall is a louvered wall. Any thoughts to whether or not one could mount electrical panels in front of the louver wall. I was thinking of constructing a unit strut stand for mounting the panels to, panel backs would be parallel to the louver wall. If panels can be mounted in front of louvers, is there a distance requirement to how close they can be mounted in front of the louver?

If it's a mechanical room those openings are probably there for combustion air and I would not suggest closing those off.
