Panel in high rise residential unit

Can we put electrical panelboard in the clothes closet (residential unit), but behind the door where there are no clothes hangers?
 
The panel can be installed in the bathroom but, you can't put any breakers in it.

240.24(E)

(E) Not Located in Bathrooms In dwelling units and guest rooms or guest suites of hotels and motels, overcurrent devices, other than supplementary overcurrent protection, shall not be located in bathrooms.

As long as you maintain the needed clearance of 110.26(A). You actually have a closet where the door opens into the closet?

NO. There is no difference between a clothes closet in a single family home or a high rise multi family apt.

My question is clothes closet, not bathrooms.

(D) Not in Vicinity of Easily Ignitible Material Overcurrent devices shall not be located in the vicinity of easily ignitible material, such as in clothes closets.
