A good idea since the kitchen may use a lot of circuits and a sub-panel nearby keeps the HR length to a minimum.
Depends on where in a kitchen, in a cabinet, or behind a appliance is not good.

The OP needs to be more specific. Is he talking about installing one there? I don't think so but I think he means existing panels in a kitchen. The ones I have seen are in kitchen cabinets so I am not sure if that is what he means.
