a shopping mall had a flush mounted panel on the 12' ceiling of the walkway around the mall, it was probably for the high hat lights that illuminated the covered sidewalk (one of those outside malls). legal/illegal?

So is the panel facing down? Or is it in a wall or stud bay vertically accessible only by ladder/catwalk?

Are you saying that the panel is mounted 12' about the ground?

If so 240.24(A) requires that overcurrent devices be mounted so the operationg handles are not more than 6'7" above the floor or working platform.

it is mounted in the Sheetrock ceiling, flush mount, at least 12' aff

Wow! Is it within 6.5' of a platform? Reminds me of up-facing panels in laundromat islands.

no it is not, one would need a 10' ladder to get to it- door swings down watch your head
