Panel Labeling Requirement 408.4

Hi All,
I am new to posting here. Just wondering what your experience is with inspectors enforcing NEC 408.4 - "every circuit and circuit modification must be legibly identified with a clear and specific purpose or use, including sufficient detail to distinguish each circuit, . . . "
I've had some inspectors say if you've done a reasonable amount of work in the house (like a kitchen remodel) they expect you to ID and label ALL circuits in the entire panel. If you are working in an older house with multiple generations of wiring/changes/additions, this can be time consuming. Other inspectors are not so hot on this requirement. They just expect labeling on the circuits you touched. So I'm curious what you all are seeing in other parts of the country, I'm in Massachusetts. Any input is welcome. Thanks!
 
I had the ECs label the circuits they touched. I didn't expect them to spend a bunch of time figuring out other circuits.

What authority would you have had to require work beyond the permit?

Having said that, unless you are only adding circuits you probably will need to figure out what goes where anyway just to make sure you don't miss something.

I had no authority to have an EC go beyond their scope of work. However, there are inspectors that believe that they are large and in charge.
We read about that often on this site.
Yes, the EC would need to trace out circuits when modifying them. I trusted most of them to do the right thing.
