panel labelling

minnesota. inspector says panels have to be clearly marked on the exterior as to voltage. What code requirement is this???

He's stretching it just a hair, but he is close. look at 408.13 this will send you to 110.21.

Opening a cover or door is not the same as needing to go inside the panel for the labeling, so if the label is located behind the door all is fine.

Did you ask if there is a local code requirement for this? The NEC does not mandate this from my interpretation. However, it is a good idea.
