i need to an some ac units and water heater to a house and the inside panel is to full but i have 2 spaces on the outside 200 amp meter combo . i want to put a panel inside the crawl space which is 5 feet tall. Can i put a subpanel in the crawl space.

As long as the provisions of Article 408 and 312.2 are met, you should be fine.
 
110.26 says you need at least six and a half feet of height in the crawl space to meet working space requirements.

Exception 1 may still allow it. Must be in an existing dwelling unit and not exceed 200 amps.

AHJ may still have some discretion on how low of clearance they may let you have though.

This would be a sub panel, no? You can run your SER from the meter combo to where the height would be good, no?

The exceptions (where applicable) to 110.26(A)(3) is not just for service equipment, it also says "or panelboards". I would check with your local AHJ and utilize the exception in your position since this is indeed an existing dwelling.
 
Can you put your subpanel adjacent to your meter-combo and simply run branch circuits to your equipment (with disconnects as required)?
